Throttling of the amount of traffic going through a Tor node (exit or
otherwise) is set in the torrc file by the RelayBandwidth[Rate,Burst]
options (for traffic at one time), and the Accounting[Max,Start]
options (for traffic over a specific period of time, like a week or a
month).
