How would you define a registration site as working?
A simple website response check wouldn't cut it as there could be internal server error causing zone files not to be created.

Unless all you care about is if the website responds?
A real check would require a lot of work to create.

Yes. It wouldn't take very long for me to set something like that up. I've used Nagios, Cacti, and OpenNMS quite a bit, though not the new iterations of Nagios (Shinken, Icinga).
 
I don't think you need to be in the team to actually do things, and you might land yourself a spot if you do good work.

My understanding is it's a closed group. If I'm wrong, that's good.
