OpenNIC use to use Drupal and now uses Wordpress, so it does use a CMS, 
(though some may say WordPress isn't a CMS).

So you might consider us part way there!?

Also, think in terms of WordPress too, when it comes to ideas, particularly 
theme related ideas as that's what we're working with.
