I would also suggest not making the front page a blog, if new posts are going to be infrequent.

When I design websites, not that I'm a professional or even particularly good (mine just has a bunch of that Lorem Ipsum stuff and a contact page that I'm not proud of) I have:
* A homepage (showing basic information about the site's purpose)
* An "about" page (showing more detail)
* And a "contatct" page (showing what you might expect, contact info.)

OpenNIC's site could probably be functional with that and links to the membership are anda some FAQs (which could include a howto.)

Only slightly related, links pointing to, /?pageid=xxx could probably be changed to more descriptive titles. I don't know if that really impacts automated crawlers, but I like knowing what a page title is before I click a link.
