It's up to the operator. Personally I'm keeping logs for attack mitigation purposes but many operators anonymize them (which is probably what I'll implement soon) or don't keep them at all. As long as your policies are clearly stated anything should be fine (just don't like...sell them or something haha).

1. Awesome! You can list your servers by logging in with your member account at https://servers.opennicproject.org/ and there's an "Add new server" button to the top of the page. You'll have to enter a lot of related information like your logging policies so keep those in mind. Also you should test your server at http://report.opennicproject.org/t2log/test.php if you haven't already.
