A good amount of both Tier 1 and Tier 2 servers state they keep logs, and keeping logs is even a topic in the Tier 2 operations wiki page. OpenNIC's main pulling point is that we operate completely transparently and democratically, not anonymously. However there are definitely servers that keep only anonymized or no logs, and that's displayed clearly on the servers page.

For what it's worth, the homepage says "You can choose the DNS server you connect to, what country it’s located in, and how much logging is done with OpenNIC," which makes it clear enough I think. Anonymity is an option with OpenNIC, not a policy.

Of course each operator can do what they want
as long as it is marked on the list. On that
note, perhaps the main web page "Get Started Now!"
results should also be clear.
