.ll is the TLD that might be proposed that was referenced at the beginning of this thread by Simon Castano (and is the reason this discussion is happening). It represents the future TLD of Liberland. I don't know much about it but it's a "country-like entity" that may apply for .ll in the near future.
I agree with Jacob Bachmeyer's idea of specifically allowing contested or alt-nation ccTLDs that are not specifically designated by the standard but should be allowed. Either that or we'll have to stop peering with New Nations, which basically accomplished the same thing.

I had always believed that the RFCs required such a policy. I support
adopting a "all two-letter TLDs are reserved for ccTLDs" policy, with
provisions that "country-like entities" may also be considered and that
previously assigned country codes may remain valid. (This proviso
allows for .ll and .su to meet the criteria, for example.)
