1. How about .noco ?
shorter than .noncom
same length as ".free"
"co" is abbreviation for "company" (implies commercial use)
".co" is used as a TLD and in SLDs to signify commercial use
it's easier to say than .noncom

2. I agree: "comm" is short for "communication" not "commercial" (which 
would be com), so double-m is wrong
