It's not a synonym.

Free (libre) = https://www.libreoffice.com

Free (gratis) = http://www.urbanterror.info

.libre implies both gratis and non-gratis.
.free and its charter forbid non-gratis use, forcing domains to be non-libre.
Therefore, .libre is an inappropriate replacement TLD for gratis content.
