Again, what's the point of forbidding public T2 servers to do that? As long as they clearly say they're doing it it's fair.

Such a wide rule would have an unnecessary negative effect on some T2 servers, and it'd also essentially force some servers to either be illegal to run in some countries, or be removed from the T2 server list.
