I don't see that targeted reliability is really relevant... everyone
*wants* to get 100%, but things happen that are outside our control. I
can just imagine a situation where an admin says "I'm striving to give
you 99% uptime this month... Oh look I only managed 49% uptime, but I
did my best!" It's just not a number that means anything to the end-users.
