OpenNIC has, for a very long time, used the mailing list. For a few short years we moved to a Drupal-based (I think... maybe I'm wrong though) CMS website which included a membership system & voting. The voting was used for a few years but voter turnout was generally lower than than the mailing list IIRC.

imo, the mailing list works, but we are a generally democratic organization, so if the bulk of the membership wants us to move to a voting system, than it is possible.
