For location I think we should really be careful in the decision. The idea
of separating everting is a good idea.

I return to my previous suggestion that the foundation is an independent
entity, separate from the association (or what ever you want to call it) of
individuals that actually do things. The Foundation is to promote the
ideas, become a negotiating partner where legal agreements are needed, not
to run servers or own data. Members of the association have controlling
votes in the Foundation, and may serve as Officers (Secretary, Chair,
Treasurer, etc).

And I like the Iceland suggestion.
