I think I have everything in place now. We can create server limits based on the total servers a user has and the age of their oldest server. We can place an upper limit based of the percentage of total servers. And we can allow users to create a given number of servers that are waiting for approval (leaving it up to the admins to allow a user to have more servers than the common limits).

The current settings are as follows:
baseline - 5% of active server count
plus - 1 additional server for every 30 days the user has been hosting
upper limit: 25% of total server count

That should give some breathing room for now. Our current active server count is 54, so anyone hosting for more than 10 months could add up to 13 servers.

I'll get started updating the nearest-server code tomorrow, and see what other opinions come in to the mailing list.
