That generally isn't correct with low end web hosts, they serve webpages based on the domain you tell them, which is why OpenNIC domains don't work with many. You're thinking of a VPS/dedicated server where you manage it yourself, like I suggested.

there's any that don't. They give you an IP and it's up
to you what you point at it.
