I'd say the voting period should be longer than 7 days, maybe 14 minimum, since many people don't check the list too often and we want to make sure we get as many people as possible to vote on major things like this. I'd also probably contest the registration system clause, because it seems like a very bad idea to be removing TLDs after they've already been added, the root would just become that much more chaotic and we'd have to update things all over, from the homepage to the wiki, and the Tier 1 server list (which the API uses for all sorts of stuff as well). Either a registration system should be mandatory immediately or it shouldn't be a hard requirement at all (it could still be taken into account by the voters, but not hard policy). Otherwise I agree with the changes you suggested. I think the pre-existing T2 operator clause is a good way to ensure members are dedicated to the project.
Don't we already have an abuse/restricted content policy for OpenNIC, or does that not explicitly apply to TLDs?

As mentioned, we need to start a discussion of any policy changes regarding TLD proposals. To start off the discussion, I thought I'd link to some items I threw together earlier this year, with some additional items and clarifications by Fusl. Many of these items revolve around the voting process itself, or a person's eligibility to request the creation of a TLD, and may seem rather strict. Keep in mind that anyone running a tier-1 server can have a great deal of influence over the records presented to opennic users, and therefore requires a higher level of trust.
We should also consider making some rule changes apply to existing TLDs. For example, the requirement for an opennic.[TLD] web page under each TLD would be very beneficial to visitors and active members alike. Similarly, it may be a good idea to pool together some ideas under an umbrella clause that would automatically apply to ALL opennic domain, such as a rule against child pornography. While it's good to have an open structure for everyone to enjoy, we really should have *some* principles posted to show that we as a group have certain moral values and are willing to draw a line against undesirable content.
