This is true, but it could also result in situations in which the majority is
ignored.

Naturally, in any kind of community, there will be people who favour change
for better or for worse, and people who prefer to retain an existing
(working) system — setting up a voting system which favours the current setup
over a new, proposed one begins to seem somewhat undemocratic.
