I'm pretty sure that what he meant is that the naysayers here should not make up lame excuses to vote no like "You have never sent a charter to the ML".

This is false. The charter has been sent around at least two times, here are the timestamps: "Mon, 18 Sep 2017 09:18:57 +0000 (UTC)" & "Tue, 19 Sep 2017 14:45:47 +0000 (UTC)".

If you vote no because "I still have questions" why do you not just ask these questions? Good Example of making a suggestion: "Fri, 29 Sep 2017 19:11:23 +0000 (UTC)" by Rouben.

I don"t agree with this at all. To me, the justification is VERY important; I didn"t vote no because I don"t like you, I did because I think the proposal could be, while interesting, overall bad for OpenNIC.

If no-voters don"t explain _why_ they vote this way, the proposal cannot be improved or revised in any meaningful way.
