I vote *YES* on .rus

A charter exists now which is not as vague or shady as some of our others
(namely .o), and I like the anonymity aspect.

And I have no problem in general with OpenNIC having alternative ccTLDs,
though I'd rather them be less similar to the ICANN equivalent than .rus is.

Again, I vote *YES* on .rus
