I don't agree with this at all. To me, the justification is VERY important; I 
didn't vote no because I don't like you, I did because I think the proposal 
could be, while interesting, overall bad for OpenNIC. 

If no-voters don't explain _why_ they vote this way, the proposal cannot be 
improved or revised in any meaningful way.
