Okay. In fact, when a read the .geek charter, I don't see why there is so many remarks about our restrictions in commercial usage, but nevertheless, you can concider my last version of the charter as an official and a kind of definitive proposal :

Le domaine racine ".BZH" a pour ambition de fournir une alternative libre et gratuite d'enregistrement de noms de domaine Internet à forte identité régionale aux Bretons, Bretonnants et amoureux de la Bretagne, région Française bien connue. De même, les sites et services affiliés ou en relation directe avec la culture celtique sont les bienvenus. Les domaines ainsi déclarés doivent respecter un minimum de règles pour être éligibles à l'enregistrement sous .BZH :
- Promouvoir d'une manière ou d'une autre une activité, une communauté, un projet ou une intitiative à forte connotation Bretonne ou ayant des liens profonds avec la Bretagne, sa culture ou son histoire.

The ".BZH" root domain is committed to bringing an open free alternative in registering Internet domain names who carry a strong Brittany identity and any Brittany-friendly message or testimony. It also welcomes any Celtic culture related Internet domain name. The registered domains must respect some rules in order to be allowed under .BZH:
- to promote in any way a Brittany or Celtic-related activity, community, project or initiative or any of the previous carrying strong concerns about Brittany, its culture or its history.
- to ensure by themselves the hosting, resources or services of the chosen domain.

The .BZH root domain administration team will ensure the current infrastructure availability and will provide support at the best of its possibilities (based on volunteers best efforts). No service quality can be guaranteed in any way, even if all necessary efforts will be made to avoid any inconvenience.

Don't be so quick to throw in the towel on commercialism. Look at
these charters (I grepped the French versions for you) for some ideas
of how to incorporate anti-commercialism in your charter:

I see nothing wrong with promoting a TLD that discourages blatant
commercialism.  A small business that promotes the region through a
informative site that contains a link to a commercial non-BZH page
isn't blatant commercialism.  

It's your TLD, your charter.  Put what you want in it, tell us when
it's final, and someone will motion for a vote.  I do suggest,
however, reading the charters above (and maybe others) for some ideas
on wording.
