Exactly... each TLD is a guideline towards what sort of content you may find.  In my opinion, the desire to restrict commercial interests from the namespace is simply an attempt to keep websites on topic.  Without this restriction, you might find a store that sells mostly SciFi items, but they could argue that they are within the charter because they also sell a coloring-book with celtic knotworks.  By limiting the TLD to non-commercial websites, you keep the topic of the websites within a more defined area - discussions, opinions, events and gatherings.
