I would be sad if I had a small business in Brittany and couldn't use
this TLD for my site. Maybe it'd be better to say non-commercial
unless you're an entity located within Brittany. This would be like
the restrictions on .us, .fr, etc., except only applicable to
commercial users. I think this arrangement would cover the concerns
below while not shutting out a large portion of users.
