This hardly depends from what you like to do. You are able to run your
completely own world map server, map bitmap renderer or even copies of the
full free OSM world map, but this is probably not what you want here ;)

You can use one or several free maps from map services / servers like
"Mapnik" or OSM (most people requring a world map "behind" their data do
that) an then add one or different layers of data onto it from your own data
sources. If you want to run your own map servers and renderers this is
possible too.

If you want to begin with i.e. typical web maps (means bitmap images rendered
from map data as i.e. Google Maps) with your own data layers on it shown
etc.. you should take a look at the OpenLayers Ajax library:

There are several good and deep wikis about OSM and OpenLayers with many
examples. OpenLayers can work with any standardized map service but most apps
are using OSM. There are i.e. more and more governments who are offering
their geodata stuff for free for non commercial usage in that standards.

If you however want to run your own mapserver you should take a look at the
OS "MapServer" software which acts behind i.e. OSM and many professional
geoservices. But i assume this is really not what you want here att.

To create maps by hand there are many good programs out. One of the larger -
implenented as a full web based GIS is "mapbender". This allows to in.tegrate
maps from any map service / servers from any sources in maps an.d create own
geodata layers in perofessional quality just by web. In the OSM wiki as map
server wiki you can find many software too...
