I like this idea in theory, but I don’t think I would support its implementation. As an alternative, I think a web-based forum of some sorts would serve our needs much better in regards to many of the issues raised here and elsewhere in recent topics. 

Additionally, off the top of my head there are zero community members that I would trust with such an operation that also do not have a vested interest in any TLDs. The votes would also pertain to community operations as well, not just TLDs. 

Also, it occurs to me that unless members were required to subscribe to both lists, the issue of uninformed, reactionary voting that we already face would be worsened by the separation of the lists.

one purely for voting?

Posts sent from this list would be restricted to formal calls
for voting and other information pertaining solely to the vote.
This would be a very low-volume list, the only messages being
calls to vote, reminders of voting deadlines and announcement of
results.

Anyone interested in voting has to subscribe to the list in
order to receive voting alerts.  They would vote by posting to
that list.  All user posts would be moderated (i.e. not
released) so the actual votes would be concealed.

At the end of the voting period the votes would be tallied by
independent, neutral moderators and the result announced in both
mailing lists.  All votes could be stored, in case of a
challenge.  None would be released for public viewing.

Moderators could be appointed who know how to operate/access a
Mailman list and who are unlikely to ever have a vested interest
in any TLD, its operation or creation.
