I would be unlikely to engage in a web forum, given the narrow scope of OpenNIC and its generally low traffic. I'm firmly in the mailing list camp.
Additionally, off the top of my head there are zero community members that I would trust with such an operation that also do not have a vested interest in any TLDs.
This was not at all my intention in floating the idea but I'm most unlikely to ever propose a TLD or, as recently stated, operate a server. I have one current OpenNIC domain that is, frankly, unused. I would be more than willing to divest myself of all self-interest - domains, voting rights, expression of opinion - to act as a neutral moderator. I expect there are numerous others whose support of OpenNIC could be as dispassionate.
Also, it occurs to me that unless members were required to subscribe to both lists, the issue of uninformed, reactionary voting that we already face would be worsened by the separation of the lists.
It seems to me that the voting members are already a small subset of subscribers. Having people actively 'register to vote' has many benefits I'll not go into here. Concealing votes would also, I think, actually reduce the reactionary votes. Having a separate list makes the voting process more formal: like going into a booth to cast one's vote free of noise and distraction.
Also, whoever believes that those voting in a democracy always do so from an informed position? That's actually not a requirement!
