Forgive me if this hasn't been proposed in the past.

It should be fairly easy to create a new Mailman list within the current mailing list hosting structure. Why not create a new one purely for voting?

Posts sent from this list would be restricted to formal calls for voting and other information pertaining solely to the vote. This would be a very low-volume list, the only messages being calls to vote, reminders of voting deadlines and announcement of results.

Anyone interested in voting has to subscribe to the list in order to receive voting alerts. They would vote by posting to that list. All user posts would be moderated (i.e. not released) so the actual votes would be concealed.

At the end of the voting period the votes would be tallied by independent, neutral moderators and the result announced in both mailing lists. All votes could be stored, in case of a challenge. None would be released for public viewing.

Moderators could be appointed who know how to operate/access a Mailman list and who are unlikely to ever have a vested interest in any TLD, its operation or creation.
