Seems more like an opportunity more than 'a risk'. If there's enough participants an alternative regionalized lists may allow people who lack the ability to express their thoughts in English to participate. On a second thought we might be at risk of widening our reach than.

The English speaking list will remain the 'core' channel of communication where all the important 'spaghetti-talk' takes place.

Spilling over into your "yea/nay for the whole package only" proposal thread, perhaps looking at a situation like this (English for proposals,votes,discussions) can encourage the same line-item yea/nay which successfully standardized our voting and discussion policies?

For example, the ongoing vote on invalidating the previous contested vote originally included Jonah's not-so-popular rushed-in addon. This is too often how US Congress works (think how REAL ID was unpopular until it passed as an addon to the Hurricane Katrina emergency funding bill). Limiting ourselves to this is a bad idea, especially given our past successes with line-item yea/nay.

That being said, this proposal should require that not only votes, but all discussion on this list be in English. This is an English speaking community, and it should be required on all official communication to prevent confusion.
