I suppose it could be, but have no idea about
the context in which you make that statement,
nor what you're getting at. :)

In any case, I personally enjoy the variety of
cultures on the internet as well as in my own
country, and find it easy enough to deal with
other languages up to a point. Certainly, giving
a lot of leeway for people who's first language
is not English is important.

As for voting, others have already explained
how that's not a language problem.
