They do. As invalid. As explained over and over again.

I don't see anyone doing this every time. But I see people doing this
when a proposal isn't ready in people's opinion, or then it's way to far
off track than any no can make the point. OR when people think the
voting process itself is flawed.

All those cases should make people reconsider and make them ask
questions about what is wrong.
