No, it would not. OpenNIC currently accepts donations, and that money is managed and used to maintain things such as the webservers and NS0 servers, and to pay for SSL certificates as needed. Maintaining a pool of money for specific T2 servers would just be another step similar to what is already being done. Of course not being a legal entity means that there is some trust placed with those managing the money -- however OpenNIC in general is a trust-based project, where everyone relies on each other to keep services running smoothly and manage the funding that has already been donated.
