Of note, I can't even register on register.rus, it says my email is invalid. Make sure you accept + characters in emails, it's a valid character in an email address.

General Description

Dot RUS is the TLD (Top Level Domain) custom made for Russian people, but still available to everyone.
Dot RUS is targeted to those who may want a domain with the association with Russia and/or an free alternate to .ru domains.

Registration

Registrations is available to everyone and completely free.
You can register any domain name that you want, but you need to  consider these rules:

- registration is avail on http://register.rus/ and totally automated;
- registration of domain names is carried out for the purpose of their further use for addressing the User's resources in the Internet. Just reserve domain name not allowed;
- domain name must not use words that are contrary to the public interest, the principles of humanity and morality (in particular, words of obscene content, appeals of an inhumane nature, insulting human dignity or religious feelings and so on);
- domain WWW pages must not include incitement to violence, drugs,  terrorism and other illegal activities condemned by the world community;
- domain cybersquatting not allowed;
- domain usage for spam email delivery, malware distribution and cracking are not allowed;
- domain name must not  be more than 32 symbols length;
- domain name will be valid 6 months after register and will be free to use after one week after that, if the domain holder will not renew registration at domain register system;
- for now there no limits on how many domain names can one person register, but if you try to register to much names .RUS administration can suspend your possibility to register new domain;
- some domain names can be or already reserved for tech and government purposes;
- the .RUS registry is not a domain police force and meaningful abuse enforcement will be reliant on members reporting. All abusive behavior should be immediately reported to abuse.rus so administration can take action;

Termination / Revocation

The registrar has the right to suspend the delegation of the domain immediately without sending a request to the domain holder if domain holder violates registration rules.
Domains can also be terminated via a member vote. Membership is granted to any domain holder, 1 vote per member regardless of the amount registrations they hold.
Domains may also be revoked by the .RUS administration if the OpenNIC membership at large moves to revoke a registration. We do not foresee a circumstance where OpenNIC as a whole will be required to vote on the revocation of a .RUS domain, but if the need arises we will comply with any such vote.

Disputes

Since commercial interests can be involved, trademarks will be honoured.  As a general rule, a domain may only be disputed by the holder of a trademark registered before the domain in question was registered. Trademark holders should speak to .RUS administration if they wish to dispute a domain. We can revoke or transfer registrations if ordered by a legitimate court of law, as a courtesy to that country, as applicable to OpenNIC’s dispute policy.
The domain holder will be contacted and given a chance to respond. In the event the domain holder does not make an initial response within 14 days, the domain may be released or, if in the opinion of the .rus TLD team the dispute is not clear-cut, the matter will be referred to a vote by the Opennic membership.
The dispute policy is intended to be a democratic balance between the needs of a commercial registrant and the rights of a domain holder.


Amendments and Misc. Policies

Amendments to this charter may be added by a vote of .RUS domain holders. Additionally, the .RUS administration is permitted to provide a binding user agreement for registrations at tld.rus that may include policies outside the scope of this charter.

Anonymity

In recognition of the special nature of the community and demographic this organization is chartering a domain for, this organization will allow all individuals to register and vote without proof of identity or a real name. The sole criteria for to be considered a voting member of the organization will be an email address with one or more registered, non-revoked domains, belonging to a singular person. Should blatant abuse of said anonymity be discovered, the evidence of this activity may be used to propose the expulsion of the offender or offenders. The individual or individuals accused of said abuse will not be eligible voters on this proposal. Should such a proposal pass, the domains of all offending individuals will be revoked and become available for registration, and the individuals will be ineligible to vote on further proposals. The offenders may not have their eligibility to vote or register a domain reinstated. Abuse includes “sock-puppeting”, Sybil attacks, and other similar methods of social subversion.

.RUS provide whois service. Personal information is limited and not printed by default. You can change this in your profile section in the domain register system avail at http://register.rus/

Amendment

Provided the proposal in question does not bring this document in conflict with OpenNIC Policy, this document may be edited or amended by a proposal should the proposal to do so pass.
This document can be supplemented and up-to-date version will be always available on http://www.rus/ page.

I just dont understand what you asked for.

Now I`am understand that you are talking about one of the options of the
"Proposing and Creating new TLDs through OpenNIC" - charter.
And as I said in the  previous letter I`am sorry for my misunderstanding
because was focused on tech things to be done.
