ccTLD" answer my question ?

I`am really interested on the answer on:

I really want to understand the purpose of OpenNIC project before I can
and will start voting about .RUS TLD.
Because maybe I really don`t understand the aim of OpenNIC.

OpenNIC need people outside the OpenNIC project to be interested. And
not only people already inside the project.
