Reading through here, one idea that comes to mind would be to have a
page which recommends servers that should be geographically nearby and
have a good uptime, but also suggest that another list of servers may
provide a faster response, but their reliability is uncertain (either
due to actual bad uptime, or due to being a new server with a short
history). Essentially give people the option of going with known
reliability, or be a 'beta tester' for a newer connection. I think this
would allow end-users to make their own choice based on the data we can
provide, but still allow the newer servers to get a fair shot at visibility.
